Harris Rallies in Swing States Amid Close Race

Harris concluded the week with Wisconsin rally, pushing relentlessly to place abortion rights at the forefront of this year’s campaign.

Vice President Kamala Harris held a rally on Friday evening in Madison, Wis., a deep blue area that has been growing far more populous, and where turnout in November could prove decisive. Wisconsin is a swing state where the race is expected to be close.

Delivering a speech on abortion rights in Atlanta earlier in the day, Ms. Harris accused Republicans who support abortion bans of causing unnecessary suffering, describing the far-reaching, painful and even deadly consequences of such policies.

She and Democrats have pushed relentlessly to place the matter at the center of this year’s campaign and have sought to blame former President Donald J. Trump for the state of abortion access in the nation.

Mr. Trump is off the campaign trail on Friday. In two speeches he delivered on Thursday, he aired grievances against Jewish Americans who have not voted for him. His message — that “if I don’t win this election,” then “the Jewish people would have a lot to do with a loss” — set off a mix of outrage and concern among Jewish leaders on Friday, raising fears that ardent supporters of the former president could be incited against Jews in an era of rising political violence.

During his Thursday appearances, Mr. Trump made no mention of Mark Robinson, the Republican running for governor in North Carolina who, as CNN reported on Thursday, once called himself a “black NAZI” and defended slavery in posts on a pornographic forum.

There are 46 days until Election Day. Here’s what else to know:

  • Georgia election rules: The Georgia State Election Board passed a new rule on Friday seeking to force all counties to hand count ballots cast on Election Day. The rule, which both the top election official and top law enforcement official in Georgia said was likely outside of the board’s authority, could add delays and disruption to the election process in the critical swing state.
  • An influential Harris surrogate: On Thursday night, Ms. Harris appeared with Oprah Winfrey for a campaign livestream from Michigan. The event featured emotional moments, as guests in the crowd included a 15-year-old girl struck in a school shooting this month and the family of Amber Thurman, a 28-year-old Georgia woman who died as a result of the state’s abortion ban. The family spoke publicly about Ms. Thurman’s death for the first time, bringing some audience members to tears. “I want y’all to know Amber was not a statistic,” her mother said.
  • Digital spending gap: The week of their debate, Ms. Harris outspent Mr. Trump by 20 to 1 on Facebook and Instagram. It was just one sign of how uneven their online advertising battle has become.
  • A close race: The contest between Mr. Trump and Ms. Harris remains tight, according to a new poll from The New York Times, The Philadelphia Inquirer and Siena College. The poll, conducted the week after Mr. Trump and Ms. Harris debated, found them tied nationally at 47 percent each, and Ms. Harris leading by four points in the crucial state of Pennsylvania.
  • Nebraska’s electoral votes: Mr. Trump’s allies are resurrecting efforts to change how Nebraska awards its five electoral votes. The reliably red state currently uses a hybrid system that, in one tiebreaking scenario, could deliver a single but decisive vote to Ms. Harris.
  • V.P. debate preparations: Gov. Tim Walz is preparing for the Oct. 1 vice-presidential debate by having Pete Buttigieg, the transportation secretary, play the role of Senator JD Vance. Mr. Buttigieg, whose appearances on Fox News are acclaimed by Democrats, played the part of Vice President Mike Pence when Ms. Harris was preparing to debate him in 2020.
